The hazardous area verification dossier (HAVD) might be the most misunderstood concept in hazardous area compliance. AS/NZS 60079.14 doesn't just recommend keeping records — it requires them. It's one of the first things mentioned in the standard, which emphasises the importance of that central record system.

And the standard is specific about what "records" actually means:— Operations and maintenance manuals— Technical datasheets for every piece of EEHA— Termination and schematic drawings— Area classification drawings— Calculations— HAC check sheets (initial, detailed, close, and visual)— Inspection and test records (ITRs)— Qualifications and ongoing records of continuing education and training— Repair and overhaul records— Correspondence where necessary— Management of change.

All of it. Together. Accessible.

Here's the part that often gets missed: it's not just about whether the documents exist. If they're difficult to locate, scattered across systems, or held by someone who's no longer with the company, the dossier is effectively unverified — and an unverified dossier is a non-compliant one.A second thing worth understanding: AS/NZS 3000 calls up AS/NZS 60079. They're not separate universes. Every non-compliance in a hazardous area installation can almost always be cross-referenced to a clause in AS/NZS 3000 — the same document that governs everyday electrical work.

The argument that AS/NZS 60079 is somehow subjective falls apart the moment you look at it through that lens. I don't believe that there would be an electrician who says that AS/NZS 3000 is subjective. The same logic should apply to AS/NZS 60079.

AS/NZS 4761.1 clause 1.4.4 defines "Competency" as "The attainment of knowledge and skills and the application of that knowledge and those skills to the standards of performance required in the workplace. It includes all aspects of work performance and not only a narrow skill set".

Attaining an initial certificate of competency in Electrical Equipment in Hazardous Areas (EEHA) is merely the baseline for compliance. Wherever you care to go in the AS/NZS 60079 series of standards, you will come across mandates for personnel to undertake appropriate continuing education or training on a regular basis. Within the industry, the standard for periodic re-assessment or refresher training is typically established at intervals of two to three years. But many argue that is too often or a way for training institutions to gain revenue.

For design consultants and classifiers, the evidentiary burden is particularly high. When describing Subject Matter Experts, AS/NZS 4761.1 Clause A3.2 notes that expertise is not directly related to training alone, but is achieved through many years of continuing practice in a broad range of areas. While those responsible for installation have clear licensing pathways (AQF Level 3), design consultants can have a harder time demonstrating their ongoing competence. Experience shows that this is often overlooked; the attainment of a classification and design certificate several years ago is frequently, and arguably incorrectly, considered sufficient evidence of current competency.

There is often the argument that the standards are "grey" because they do not dictate a specific, universal evidence format or frequency. The standards are not grey; they are non-prescriptive. AS/NZS 4761.1 Clause A.5 is clear: where personnel are regularly involved in hazardous area activities, periodic re-assessment should be carried out at least every two or three years.

It is the individual’s responsibility to understand this "black and white" obligation and determine what evidence satisfies the requirement for ongoing training. At a minimum, it is suggested that this includes a documented portfolio, such as an up-to-date CV or a register of classifications and designs performed. Without a formal system for managing and recording this experience, an individual’s claim of competency may not withstand a rigorous regulatory audit.
